BACKGROUND
The Government of Tanzania has currently acquired a credit from the World Bank under project No. 155759 for implementing Citizen Centric Judicial Modernization and Justice Service Delivery Project. Part of this credit under this project is being used to map courts infrastructure (all existing courts across the country) to determine the level of service coverage to improve accessibility of justice. This will provide an overview of current spatial distribution of court buildings and services throughout the country. The exercise involve developing geospatial data and non-spatial data of court building infrastructure and other facilities for improved accessibility of citizens to court services, including existing manpower such as judges, magistrates and other staffs. The formal court system needs to be appropriately mapped to indicate all parts of the country which are served and those which are not served.
OBJECTIVES
The objectives of the assignment are the following:
- To develop current judicial geospatial data (spatial and non-spatial data) of court buildings and facilities which will indicate the level of accessibility of citizens to the services, existing manpower, such as judges, resident magistrates and other staffs, existing population, workload, building or land ownership, geographical location, economic activities and means of transport.
- To get an overview of spatial distribution of court services throughout the country based on locations and distances from one court to another within the respective zones.
- To have a database of courts and their categories (primary courts, District courts, Regional courts, High courts and Courts of appeal), conditions, facilities, number of cases per each court, population served by each court, distance to district courts and manpower that have been used to establish a GIS web based information management system.
